“Climate-Sensitive Peacebuilding” Dynamic Skills Enhancement Workshop

As the inaugural event in the Dynamic Skills Enhancement Workshop Series, this in-person workshop aims to equip peacebuilding practitioners with the skills needed to address the intersection of climate change and conflict. The focus will be on enhancing understanding of climate-related security risks, addressing these risks during conflict prevention, peacebuilding, and fostering collaborative approaches to build sustainable peace.

 

Conflict prevention has emerged as a cornerstone of the United Nations’ New Agenda for Peace, redefining the paradigm of training and development to prioritise proactive measures over reactive responses. This approach emphasises building resilience within communities, fostering inclusive governance, and addressing root causes of conflict such as inequality, exclusion, and resource scarcity.

By embedding conflict prevention into its operational culture, the UN aims to shift from managing crises to sustaining peace, aligning its strategies with long-term development goals and the principles of human security. This paradigm underscores the importance of collaboration, innovation, and local ownership in creating sustainable pathways for peace.

The training programme aims to equip stakeholders with skills in mediation, dialogue, and early warning systems, ensuring that peacebuilding efforts are integrated across all levels of society.

Climate Considerations Covered In the Workshop

Climate Risk Assessment
  • Vulnerability Mapping: Identifying regions and communities most vulnerable to climate impacts (e.g., flooding, drought, competition for resources).
  • Impact Analysis: Assessing how climate change affects conflicts and resource availability. Identifying first order and second order effects.
Resource Management
  • Sustainable Resource Use: Promoting sustainable management of natural resources, especially water and arable land, to mitigate competition and conflict.
  • Climate-Resilient Agriculture: Encouraging agricultural, industrial, and energy practices that are resilient to climate change, supporting food security and livelihoods.
Disaster Preparedness & Response
  • Early Warning Systems: Understanding and implementing systems to predict and respond to climate-related disasters (e.g., cyclones, floods).
  • Community Resilience Plans: Developing plans that enhance community preparedness, reducing vulnerability and potential conflict.
Strengthening Local Governance
  • Inclusive Governance: Ensuring local governance structures address climate impacts and include diverse community voices. Considering gender impacts of climate and conflict.
  • Capacity Building: Training local leaders and institutions on climate adaptation and conflict prevention.
Cross-Sector Collaboration
  • Interagency Coordination: Fostering collaboration between peacebuilding, humanitarian, and environmental agencies to share knowledge and resources.
  • Multi-Stakeholder Engagement: Involving national authorities, civil society, the private sector, and communities in climate-sensitive peacebuilding.
Climate Change Education & Awareness
  • Training Programs: Designing educational programs on the link between climate change and conflict, with mitigation measures.
  • Community Workshops: Facilitating workshops that empower communities to create climate adaptation strategies.
Monitoring & Evaluation
  • Climate Indicators: Integrating climate indicators into peacebuilding monitoring frameworks.
  • Feedback Mechanisms: Establishing systems for community feedback on climate-sensitive interventions.

Practical Details:

The workshop will take place from the 13th – 17th of October 2025

at Hotel M in Belgrade, Serbia

The entire training will be held under the Chatham House rule.

Recording of sessions is strictly prohibited.

The course will be conducted in English, and translation is not provided.

Participants are free to choose other accommodation in Belgrade, but in that case, transportation to and from the airport, to and from the event(s) venue, accommodation, and meals are their responsibilities.

Transportation around Belgrade, daily allowances, visa costs, and other associated cash emoluments for participants are their own responsibility or that of the organization which is sponsoring their participation. Health insurance and medical requirements depends on where the participants are residing, in accordance to Serbian laws, and are the personal responsibility of each participant.
