This is a new aspect in UN peacekeeping practices\, and some UN operations are assigned a specific mandate from the Security Council to support mediation of such conflicts. The course is balanced between the operational and tactical level\, and most of the conflict management tools are catered to the tactical level field work. \n  \nThe course program is designed for mid and senior level civil affairs\, political affairs and other officers serving in various units and offices\, such as Protection of civilians\, Rule of Law\, Disarmament\, demobilization and reintegration\, Security sector reform\, Human Rights\, Joint mission analysis center\, Joint operations center\, Military and Police components\, within field and peacekeeping operations (UN\, AU\, EU\, OSCE etc.)\, as well as those working in governments\, non-governmental organizations\, academic institutions\, or preparing to serve in peace operations. \n  \nThe course will be conducted virtually via Zoom software. DESCRIPTION:Director\, E-diplomacy and Cybersecurity Programmes\, DiploFoundation Topic: Peacekeeping and Mediation in the Digital Age \nInterviewer: Milos Strugar \n  \nVladimir Radunović is a director of e-diplomacy and cybersecurity programmes at DiploFoundation. He is a lecturer in cybersecurity policy\, Internet governance\, and e-diplomacy at postgraduate and professional courses. Vladimir also serves as a member of the Advisory Board of the Global Forum on Cyber Expertise (GFCE) and as an expert with the Geneva Internet Platform\, and served as a member of the Multistakeholder Advisory Group of the UN Internet Governance Forum (IGF) 2012-2014. He has been a lecturer\, speaker and resource person in number of educational and training programmes and events worldwide\, including within the WSIS and IGF processes. His professional and research focus is on Internet governance\, broadband policy and net neutrality\, cybersecurity and cyber-diplomacy\, e-diplomacy\, and capacity development. He holds an MSc in electrical engineering and a Master degree in contemporary diplomacy\, and has undertaken a PhD programme in cybersecurity. He was born and lives in Serbia. \nMr. Radunovic recently gave an interview for Conflux Center. This is the link. \nDigital technologies have penetrated every single aspect of our lives. They are both ‘boon and a bane’: bringing new opportunities\, as well as challenges. Mr. Radunovic will address the impact of digital technologies on peacekeeping and mediation. Abundance of information is a mouse-click away; algorithms quickly make sense of all these ‘big data’; numerous platforms for communication and collaboration have removed ‘spacetime’ limitations – even for negotiations; virtual and augmented reality can enhance a practicing environment… Risks of leakage of sensitive information – all being 0s and 1s now – have increased manifold\, however; cyber- intrusions and subversions (mainly under the threshold of armed attack) across the globe are a game-changer for maintaining peace; cryptocurrencies\, 3D printing and emerging technologies can empower everyone equally: peacekeepers\, but also governments\, non-state actors and terrorist groups. DESCRIPTION:Seventh Annual Meeting of the European Association of Peace Operations Training Centres \n“A peacekeeping operation is not an army\, or a counter-terrorist force\, or a humanitarian agency. It is a tool to create the space for a nationally-owned political solution.” \nUN Secretary-General António Guterres \n  \nThe 7th annual meeting of the European Association of Peace Operations Training Centres (EAPTC)\, hosted by Conflux Center for Intercultural Dialogue and Mediation\, took place in Belgrade from the 16th – 18th of April\, 2019. \n  \nThe meeting came at a time of unprecedented challenges for peacekeepers\, as well as dynamic initiatives to strengthen the performance and facilitate concrete positive results. \nPeacekeepers face complex conflicts\, characterized by multiple adversaries\, absence of viable political processes\, transnational terrorism and organized crime. They are increasingly deployed in complicated and violent operating environments\, and confronted by asymmetric and unconventional threats. This does not only have repercussions on the security and safety of the peacekeepers\, but also on their ability to operate effectively and to implement their mandate. \nA number of initiatives\, such as the UN Secretary-General “Action for Peacekeeping”\, the reform of the UN Peace and Security Pillar\, as well as regional initiatives\, have been launched in order to address these challenges. \n  \nThe focus of these initiatives is to address primary issues such as: \n\nStrengthening the relationship between a peacekeeping mission and its host country;\nImproving the capacity to protect civilians;\nExpanding partnerships with regional and sub-regional organizations;\nStrengthening leadership\, increasing accountability\, and addressing shortfalls in performance;\nImproving the safety and security of peacekeepers;\nTaking innovative approaches on training and equipment\, including triangular partnerships and co-deployments;\nStrengthening the role of women in peacekeeping;\nAddressing resolutely allegations of sexual exploitation and abuse\, and providing support to victims and seeking justice.\n\n  \nThe seventh annual EAPTC meeting focused on several of these topics to act as a platform for discussions on how training development can follow the ever-changing demands in peace operations and help overcome the gap between aspiration and reality. DESCRIPTION:Representative of the UN Secretary-General and Head of the UN Office in Belgrade \nTopic: Public Communications in the Mediation Context \nInterviewer: Milos Strugar \nSimona-Mirela Miculescu has been the Representative of the UN Secretary-General and Head of the UN Office in Belgrade since July 2015. Prior to this\, she was the Ambassador Extraordinary and Plenipotentiary\, Permanent Representative of Romania to the United Nations between 2008 and 2015. During her 24-year diplomatic career\, she has served as Spokesperson for the Romanian Ministry of Foreign Affairs\, as Senior Media Advisor to the Minister (1993 and 1999)\, as Director of the Press Department within the Ministry of Foreign Affairs (1994 and 2008)\, as Press Secretary of the Romanian Embassy in Washington D.C. (1994-1998)\, and as Senior Public Information Officer at the OSCE Mission in Kosovo (1999-2000). In 2006 and 2007\, as part of Bearing Point\, she acted as Senior Advisor for Public Outreach to the Government of Iraq\, within a USAID-funded project. Between 2000 and 2004\, she was Foreign Policy Adviser to the President of Romania (with the rank of minister)\, becoming the first woman in the Romanian diplomatic history to be granted the rank of Ambassador. \nMs. Miculescu addressed topics relating to public information\, mediation and peacekeeping\, such as: media and information management\, prior and during mediation; understanding media systems; attaining credibility and managing reputation through public communications; the role of public communications in crisis contexts; mediators’ chances to strike the right balance between the need for confidentiality and transparency. \nShe stressed crucial role of public awareness and opinion in addressing international conflicts\, which have often created the difference between war and peace. She also addressed the following important questions: How do we deal with skewed perceptions in a post-truth era dominated by fake news which could harm the search for mediated solutions of international conflicts? Will the flood of fake news in fact provoke critical thinking and a search for truth? Is it at all possible in the digital age to strike the right balance between the need for confidentiality and transparency in mediation? \nThe members of the audience were\, among others\, the participants of the mediation course organized by Conflux Center. \n

She is currently the director of the International Smart Citizen Foundation\, mostly operating in Latin America with offices in Santiago de Chile and Rio de Janeiro\, and also engaged in South-South Cooperation with Africa. \n  \n \n  \nSpecializing in Intellectual Property and Technology\, her work addresses the crucial intersection between human rights\, information\, technological change and the power disparities between the Global North and South. As a lawyer in Guatemala\, Avila has represented indigenous victims of genocide and other human rights abuses\, including the prominent indigenous leader and Nobel Peace Prize Laureate Rigoberta Menchu Tum. She is also a trustee of Courage Foundation\, supporting whistleblowers\, including Edward Snowden and Julian Assange.

Currently she serves as the UN Resident Coordinator in Serbia with 20 members on the United Nations Country Team. DESCRIPTION:The conference brought together renowned academics\, practitioners and decision makers to present views and exchange insights on mediation as an essential tool in addressing new challenges and threats to world peace and security.
