DESCRIPTION:“NEGOTIATING WITH NON-STATE ARMED GROUPS”\nAdvanced one-day training program  \nwith MILOS STRUGAR \nThursday\, 17 February 2022 \nMost armed conflicts today are internal in character\, involving an array of non-state armed groups of diverse nature. Approximately 100 of these groups can be legally classified as parties to non-international armed conflicts\, i.e.\, civil wars (source ICRC). Engagement with non-state armed groups with the aim of providing humanitarian assistance\, protecting civilians and promoting human rights\, is generally recognized and accepted. It is also widely argued that these groups should be engaged in mediation and facilitation efforts to manage or resolve armed conflict\, although some legal and political challenges persist in this regard. \n  \nThe advanced one-day online training program with Milos Strugar will focus on necessary skills and techniques to engage and negotiate with non-state armed groups. Milos Strugar\, who spent over twenty years as a high-ranking civilian officer with the United Nations Peacekeeping Department in various missions in Africa\, Asia\, and the Middle East\, will share different approaches\, cases and methods based on his considerable experience with facilitating and maintaining discreet and open dialogue with non-state armed groups. \n  \nSpecial guest speaker\, Alastair Crooke\, will address the topic “Working with Islamist Movements”. Mr. Crooke has extensive experience working with Hamas\, Hezbollah and other Islamist movements in the Middle East\, Afghanistan and Pakistan. He is a member of UN Alliance of Civilizations Global Experts. \n  \nThe participants will learn how to: analyse armed groups; open channels and create safe spaces for talks; turn talks into negotiations; negotiate across cultures; approach intractable identity\, ethnic and religious issues; deal with obstacles and difficult counterparts; and address political\, moral & legal challenges related to terrorist designations and anti-terrorism measures\, sanctions lists and regimes. \n  \nThe training will consist of lectures and facilitated discussions\, and all the activities are devised to be highly interactive through Q&A\, group work\, and hands-on exercises. DESCRIPTION:“HOW TO MANAGE THE POLITICAL DIMENSION  IN PEACEMAKING\, PEACEKEEPING AND PEACEBUILDING”\nA Course for Political Advisers and Political Affairs Officers\n  \nAim of the Course:      To train political advisers and political affairs officers serving in peacekeeping operations\, political and peacebuilding missions by enhancing their specific knowledge and skills\, and enabling them to develop a deeper understanding of ways to manage the political dimension in a conflict or post-conflict environment.\nThe course program is designed for mid and senior level political advisors and political affairs officers working in international organizations headquarters and field operations (UN\, EU\, OSCE\, AU\, etc.)\, and those working in governments\, non-governmental organizations\, academic institutions\, or preparing to serve in peace operations and in diplomatic service. \n  \nThe course will cover two complementary aspects – operational activities in conflict prevention\, management and resolution (mediation\, negotiation\, provision of advice\, building rapport and network management\, internal and external coordination and cooperation…)\, as well as conventional diplomatic activities (political reporting\, speech writing\, strategic planning\, liaison with member states\,…). \n  \nParticular attention will be paid to bringing the aspect of culture into political analysis\, strategies and activities\, with a view to enhancing the necessary skills to establish and maintain an effective inter-cultural dialogue. \n  \nSpecial focus will be placed on the influence of information and digital technologies on the scope of work of political advisors and political affairs officers\, including opportunities and risks (cyber diplomacy\, conflict analysis\, use of social media\, cyber security…). \n  \nThe course will also address the role and required skills of political advisors and political affairs officers related to communications with the media\, as well as information and reputation management. \n  \nThe training will consist of lectures and facilitated discussions by senior experts and practitioners in the field (former head of UN missions\, Special Representative of the UN Secretary General\, Military and Police Commanders\, Ambassadors\, and Senior Political Advisors)\, as well as simulation exercises\, role play and case studies\, which will comprise over 50% of the course. DESCRIPTION:The objective of the course is to expand specific knowledge on gender issues with the view to applying gender perspective in all policies\, actions\, plans and procedures in integrated peace operations and to improve understanding of the role women could play in conflict prevention and conflict resolution\, and to enhance specific skills of the participants in gender sensitive conflict analysis and mediation process design.\nCourse is focused on: \n1. Gender mainstreaming on the operational and tactical levels in the different disciplines of peace operations and\n2. DESCRIPTION:Director\, E-diplomacy and Cybersecurity Programmes\, DiploFoundation Topic: Peacekeeping and Mediation in the Digital Age \nInterviewer: Milos Strugar \n  \nVladimir Radunović is a director of e-diplomacy and cybersecurity programmes at DiploFoundation. He is a lecturer in cybersecurity policy\, Internet governance\, and e-diplomacy at postgraduate and professional courses. Vladimir also serves as a member of the Advisory Board of the Global Forum on Cyber Expertise (GFCE) and as an expert with the Geneva Internet Platform\, and served as a member of the Multistakeholder Advisory Group of the UN Internet Governance Forum (IGF) 2012-2014. He has been a lecturer\, speaker and resource person in number of educational and training programmes and events worldwide\, including within the WSIS and IGF processes. His professional and research focus is on Internet governance\, broadband policy and net neutrality\, cybersecurity and cyber-diplomacy\, e-diplomacy\, and capacity development. He holds an MSc in electrical engineering and a Master degree in contemporary diplomacy\, and has undertaken a PhD programme in cybersecurity. He was born and lives in Serbia. \nMr. Radunovic recently gave an interview for Conflux Center. This is the link. \nDigital technologies have penetrated every single aspect of our lives. They are both ‘boon and a bane’: bringing new opportunities\, as well as challenges. Mr. Radunovic will address the impact of digital technologies on peacekeeping and mediation. Abundance of information is a mouse-click away; algorithms quickly make sense of all these ‘big data’; numerous platforms for communication and collaboration have removed ‘spacetime’ limitations – even for negotiations; virtual and augmented reality can enhance a practicing environment… Risks of leakage of sensitive information – all being 0s and 1s now – have increased manifold\, however; cyber- intrusions and subversions (mainly under the threshold of armed attack) across the globe are a game-changer for maintaining peace; cryptocurrencies\, 3D printing and emerging technologies can empower everyone equally: peacekeepers\, but also governments\, non-state actors and terrorist groups.
