SUMMARY:“How to Negotiate Across Cultures”  Advanced One-Day Virtual Training with Miloš Strugar
DESCRIPTION:Conflicts today are increasingly complex as they correlate with issues of culture and identity. Crucial obstacles to negotiation across cultures stem from perceptions\, difficulties in communicating and understanding the other. The course will look into ways of approaching intractable cross-cultural conflicts\, focus on common ground for intercultural and interreligious dialogue\, and on exploring various methods for resolving cross-cultural conflicts through dialogue and negotiations\, or third-party facilitation and mediation. \nThe advanced one-day online training program with Miloš Strugar will cover necessary skills and techniques to effectively engage and negotiate across cultures. Miloš Strugar\, a high-ranking civilian officer with the United Nations Peacekeeping Department for over twenty years in various missions in Africa\, Asia\, and the Middle East\, will share various approaches\, cases and methods based on his considerable experience with negotiating and facilitating dialogue in diverse cultural settings. \nThe participants will learn how to: negotiate across cultures; approach intractable identity\, ethnic and religious issues; differentiate culture-driven negotiation styles and skills; apply communication skills and techniques in cross-cultural communication; understand the role of culture and a set of values in interpreting behavior and actions\, and in meaning- making; identify common ground for intercultural and interreligious dialogue; deal with moral and political challenges related to cultural differences. \nThe training will consist of lectures and facilitated discussions. All activities are devised to be highly interactive through Q&A\, group work\, and hands-on exercises. DESCRIPTION:Most armed conflicts today are internal in character\, involving an array of non-state armed groups of diverse nature. Approximately 100 of these groups can be legally classified as parties to non-international armed conflicts\, i.e.\, civil wars (source ICRC). Engagement with non-state armed groups with the aim of providing humanitarian assistance\, protecting civilians and promoting human rights\, is generally recognized and accepted. It is also widely argued that these groups should be engaged in mediation and facilitation efforts to manage or resolve armed conflict\, although some legal and political challenges persist in this regard. \nThe advanced one-day online training program with Miloš Strugar will focus on necessary skills and techniques to engage and negotiate with non-state armed groups. Miloš Strugar\, who spent over twenty years as a high-ranking civilian officer with the United Nations Peacekeeping Department in various missions in Africa\, Asia\, and the Middle East\, will share different approaches\, cases and methods based on his considerable experience with facilitating and maintaining discreet and open dialogue with non-state armed groups. \nSpecial guest speaker\, Alastair Crooke\, will address the topic “Working with Islamist Movements”. Mr. Crooke has extensive experience working with Hamas\, Hezbollah and other Islamist movements in the Middle East\, Afghanistan and Pakistan. He is a member of UN Alliance of Civilizations Global Experts. \nThe participants will learn how to: analyse armed groups; open channels and create safe spaces for talks; turn talks into negotiations; negotiate across cultures; approach intractable identity\, ethnic and religious issues; deal with obstacles and difficult counterparts; and address political\, moral & legal challenges related to terrorist designations and anti-terrorism measures\, sanctions lists and regimes. \nThe training will consist of lectures and facilitated discussions\, and all the activities are devised to be highly interactive through Q&A\, group work\, and hands-on exercises. One of the crucial factors affecting negotiation and mediation is the awareness of cultural issues. Cross-cultural awareness refers to the ability to be regardful of people’s perceptions relating to experiences\, beliefs\, values\, concepts and expectations within a given cultural context as well as of their impact. Comprehending each other’s cultures provides the necessary tools to address both current and potential conflicts. \nThe course will look into different ways of approaching intractable cross-cultural conflicts. While some assume that these conflicts are caused by the existence of cultural differences\, others claim that the root causes stem from perceptions\, difficulties in communicating and understanding each other\, dictated by cultural frameworks. The course will focus on common ground for intercultural and interreligious dialogue\, as well as on exploring various methods for resolving cross-cultural conflicts through dialogue and negotiations\, or third-party facilitation and mediation. \nThis program is designed for senior and mid-level staff members working in international organizations headquarters and field operations (UN\, AU\, OSCE\, EU\, etc.)\, and those working in governments\, non-governmental organizations\, academic institutions\, or preparing to serve in peace operations and in diplomatic service. The objective of the course is to enhance their specific knowledge and skills to manage the cultural dimension\, as well as to enable them to develop a deeper understanding of ways to prevent\, mitigate\, and resolve cross-cultural conflicts.  \nThe training will consist of lectures and facilitated discussions by senior experts and practitioners in the field (UN senior mediation advisers\, former head of UN mission\, ambassadors and university professors)\, as well as simulation exercises\, role play and case studies\, which will comprise over 50% of the course. DESCRIPTION:The success of a peace process will eventually depend on the way in which challenges and opportunities are managed during the implementation phase. The participants will acquire necessary skills and learn how to: deal with the challenges and risks that typically impair implementation of peace agreements; apply available tools to facilitate the implementation; design monitoring and verification mechanisms etc. Miriam Coronel-Ferrer will share different approaches\, cases and methods based on her considerable experience with facilitating and overseeing implementation of peace agreements in diverse settings. \nProf. Ferrer chaired the government panel that negotiated and signed the Comprehensive Agreement on the Bangsamoro (CAB) with the Moro Islamic Liberation Front in 2014. As the chair of the government panel\, Prof. Ferrer made history as the first female chief negotiator in the world to sign a final peace accord with a rebel group. She continued in this capacity to oversee the CAB’s implementation in the first two years. From January 2018 to January 2021\, she was a member of the United Nations’ Standby Team of Senior Mediation Advisers during which she provided mediation support to different UN missions. Prof. Ferrer’s detailed biography can be found here. \nThe training will consist of lectures and facilitated discussions. Crucial obstacles to negotiation across cultures stem from perceptions\, difficulties in communicating and understanding the other. The course will look into ways of approaching intractable cross-cultural conflicts\, focus on common ground for intercultural and interreligious dialogue\, and on exploring various methods for resolving cross-cultural conflicts through dialogue and negotiations\, or third-party facilitation and mediation. \nThe advanced one-day online training program with Miloš Strugar will cover necessary skills and techniques to effectively engage and negotiate across cultures. DESCRIPTION:“NEGOTIATING WITH NON-STATE ARMED GROUPS” \nAdvanced one-day training program  \nwith MILOS STRUGAR \nThursday\, 6th October 2022 \n  \nMost armed conflicts today are internal in character\, involving an array of non-state armed groups of diverse nature. Approximately 100 of these groups can be legally classified as parties to non-international armed conflicts\, i.e.\, civil wars (source ICRC). Engagement with non-state armed groups with the aim of providing humanitarian assistance\, protecting civilians and promoting human rights\, is generally recognized and accepted. It is also widely argued that these groups should be engaged in mediation and facilitation efforts to manage or resolve armed conflict\, although some legal and political challenges persist in this regard. \n  \nThe advanced one-day online training program with Milos Strugar will focus on necessary skills and techniques to engage and negotiate with non-state armed groups. Milos Strugar\, who spent over twenty years as a high-ranking civilian officer with the United Nations Peacekeeping Department in various missions in Africa\, Asia\, and the Middle East\, will share different approaches\, cases and methods based on his considerable experience with facilitating and maintaining discreet and open dialogue with non-state armed groups. \n  \nSpecial guest speaker\, Alastair Crooke\, will address the topic “Working with Islamist Movements”. Mr. Crooke has extensive experience working with Hamas\, Hezbollah and other Islamist movements in the Middle East\, Afghanistan and Pakistan. He is a member of UN Alliance of Civilizations Global Experts. \n  \nThe participants will learn how to: analyse armed groups; open channels and create safe spaces for talks; turn talks into negotiations; negotiate across cultures; approach intractable identity\, ethnic and religious issues; deal with obstacles and difficult counterparts; and address political\, moral & legal challenges related to terrorist designations and anti-terrorism measures\, sanctions lists and regimes. \n  \nThe training will consist of lectures and facilitated discussions\, and all the activities are devised to be highly interactive through Q&A\, group work\, and hands-on exercises. A virtual space will be provided for group discussions and best practices and experience sharing among the participants. \n  \nThe program is designed for senior level staff in peacekeeping operations\, political and peacebuilding missions of the UN and regional organizations (AU\, OSCE\, EU etc.)\, diplomats\, those working in governments and non–governmental organizations. \n  \nThe training will take place on Thursday\, 6th October 2022\, from 09:00 – 17:00\, with a lunch break from 12:30 – 13:30\, and two 15-minutes coffee breaks during each morning and afternoon session. Mediation process design can be thought of as the act of structuring the mediation process and the resulting structure or plan of that act.
