DESCRIPTION:Representative of the UN Secretary-General and Head of the UN Office in Belgrade \nTopic: Public Communications in the Mediation Context \nInterviewer: Milos Strugar \nSimona-Mirela Miculescu has been the Representative of the UN Secretary-General and Head of the UN Office in Belgrade since July 2015. Prior to this\, she was the Ambassador Extraordinary and Plenipotentiary\, Permanent Representative of Romania to the United Nations between 2008 and 2015. During her 24-year diplomatic career\, she has served as Spokesperson for the Romanian Ministry of Foreign Affairs\, as Senior Media Advisor to the Minister (1993 and 1999)\, as Director of the Press Department within the Ministry of Foreign Affairs (1994 and 2008)\, as Press Secretary of the Romanian Embassy in Washington D.C. (1994-1998)\, and as Senior Public Information Officer at the OSCE Mission in Kosovo (1999-2000). In 2006 and 2007\, as part of Bearing Point\, she acted as Senior Advisor for Public Outreach to the Government of Iraq\, within a USAID-funded project. Between 2000 and 2004\, she was Foreign Policy Adviser to the President of Romania (with the rank of minister)\, becoming the first woman in the Romanian diplomatic history to be granted the rank of Ambassador. \nMs. Miculescu addressed topics relating to public information\, mediation and peacekeeping\, such as: media and information management\, prior and during mediation; understanding media systems; attaining credibility and managing reputation through public communications; the role of public communications in crisis contexts; mediators’ chances to strike the right balance between the need for confidentiality and transparency. \nShe stressed crucial role of public awareness and opinion in addressing international conflicts\, which have often created the difference between war and peace. She also addressed the following important questions: How do we deal with skewed perceptions in a post-truth era dominated by fake news which could harm the search for mediated solutions of international conflicts? Will the flood of fake news in fact provoke critical thinking and a search for truth? Is it at all possible in the digital age to strike the right balance between the need for confidentiality and transparency in mediation? \nThe members of the audience were\, among others\, the participants of the mediation course organized by Conflux Center. \n

DESCRIPTION:Ms. Renata Avila\, an international human rights lawyer and the Director of the International Smart Citizen Foundation\, was interviewed by Mr. Milos Strugar\, UN Senior Mediation Advisor and Executive Director of Conflux Center on 4. July 2018. \nMs. Avila addressed the issues of enhancing citizen engagement\, improving inclusion\, dialogue and grassroots action\, with a special focus on protecting human rights in the digital world. \n \n  \nRenata Avila\, Guatemalan\, is an international human rights lawyer and digital rights advocate. She is currently the director of the International Smart Citizen Foundation\, mostly operating in Latin America with offices in Santiago de Chile and Rio de Janeiro\, and also engaged in South-South Cooperation with Africa. \n  \n \n  \nSpecializing in Intellectual Property and Technology\, her work addresses the crucial intersection between human rights\, information\, technological change and the power disparities between the Global North and South. As a lawyer in Guatemala\, Avila has represented indigenous victims of genocide and other human rights abuses\, including the prominent indigenous leader and Nobel Peace Prize Laureate Rigoberta Menchu Tum. She is also a trustee of Courage Foundation\, supporting whistleblowers\, including Edward Snowden and Julian Assange.

Rana\, Professor Emeritus\, and a Senior Fellow at DiploFoundation. He was awarded a BA (Hon) and MA in economics\, St Stephens College Delhi. He was in the Indian Foreign Service (1960-95); and worked in China (1963-65\, 1970-72). He was Ambassador and High Commissioner for Algeria\, Czechoslovakia\, Kenya\, Mauritius\, and Germany; and consul general in San Francisco. He served as a joint secretary on staff of PM Indira Gandhi (1981-82). \nAmb. Rana is an Honorary Fellow of the Institute of Chinese Studies\, Delhi (book review editor\, China Report); an Archives By-Fellow\, Churchill College\, Cambridge; a Public Policy Scholar\, Woodrow Wilson Centre\, Washington DC; guest faculty at the Diplomatic Academy\, Vienna; and Commonwealth Adviser\, Namibia Foreign Ministry\, 2000-01. He has lectured in about 20 countries to diplomats at foreign ministry training institutions\, and at ambassador conferences in several countries. \nHe is the author of Inside Diplomacy (2000); Managing Corporate Culture (co-author\, 2000); Bilateral Diplomacy (2002); The 21st Century Ambassador (2004); Asian Diplomacy (2007); Diplomacy of the 21st Century (2011); India’s North-East States\, the BCIM Forum and Regional Integration\, (co-author\, 2012); The Contemporary Embassy (2013); and Diplomacy at the Cutting Edge (2015). He is co-editor of Foreign Ministries (2007); and Economic Diplomacy (2011). The two books were translated into Chinese; some used as textbooks at several universities. He has written about 100 articles for academic journals and newspapers. \n

DESCRIPTION:UN Resident Coordinator & UNDP Resident Representative in the Republic of Serbia \nTopic: “Dialogue for the the Future” \nInterviewer: Mr. Julian Harston\, UN Assistant Secretary-General (ret.) \nMs. Hershey presented “Dialogue for the Future” at Conflux Center on the 26th of February\, 2018\, where she addressed how sensitive political issues were addressed through the work of development UN partners at the local community level\, focusing on: \n\nPromoting inter-cultural dialogue through culture\, sports\, education\, health\nWorking in multi-cultural geographical areas\nWorking with youth\nConnecting young people from South West Serbia to the youth in other parts of Serbia and with young people in other countries across the globe (Dialogue Café)\nStudying linkages between culture and development in the context of the Post 2015 Consultations for Agenda 2030\nRelevance of the Alliance of Civilizations concept for some of the activities implemented in the past\nPromoting human security concept\n\nShe also discussed the present future planned activities in the Western Balkans Region\, namely dialogue for the future concept that promotes regional cooperation and dialogue between different communities in Serbia through culture\, youth and education focused activities. \n  \nMs. Hershey has 28 years of development and humanitarian experience. Currently she serves as the UN Resident Coordinator in Serbia with 20 members on the United Nations Country Team. Prior to this\, she served as Resident Coordinator and UNDP Resident Representative in Maseru\, Lesotho (2012-2017). She also served with the World Food Programme as their Representative and Country Director in Swaziland (2009-2012); Deputy Country Director in Malawi (2006-2009); acting Country Director in Syria (2007); Programme\, Procurement and Public Information Officer in Tanzania (2003-2006); WFP Liaison Officer to the Special Envoy\, Bureau for East and Southern Africa\, Johannesburg (2002-2003) and\nEthiopia (2000-2002).  \nMs. Hershey began her UN career with the Office for the Coordination of Humanitarian Affairs as Humanitarian Affairs Officer (OCHA) in Angola (1998-2000).  Prior to joining the UN\, she served in various capacities with World Vision Relief and Development in Angola\, Rotary International in Evanston\, Illinois\, American Employee’s Association in Rwanda and United States Peace Corps in Rwanda as a Business Advisor to the Ministry of Youth and Cooperatives (Rwanda 1989 – 1993) and the\nYMCA. \nMs. Heshey holds an M.B.A in Management and B.A. in Economics and Political Science. \n
