Dr. Bojan Bugarčić

Executive Director of the Serbian Academy of Sciences and Arts

Born on September 9, 1956 in Belgrade, graduated in 1977 at the Law Faculty of the University of Belgrade. He is lawyer by training and holds a PhD in international public law. He has a diplomatic ranking of ambassador. Fom 1984 to the end of 1987 he was the director and editor-in-chief of the Student Cultural Center in Belgrade; From 1988 to 2001, he worked in the diplomatic / consular service of the SFRY and the FRY in the MFA, holding (among other) posts of first counselor in the Office of the Federal Minister (1989-1991), minister counselor in the FRY Embassy in Ankara from 1991 to 1996 (from 1992 to 1994, he served as Charge d’Affaires of the Embassy); upon his return to the MFA, he was the head of the Office of the Federal Minister with a rank of ambassador (from 1996), then deputy political director of the MFA, Diplomatic Advisor to the President of the FRY and Ambassador of the FRY in Zimbabwe.

Since 2002, he has worked in various private corporations, dealing with legal and consulting work and working with several leading international and domestic companies in the fields of telecommunications, energy, and investment. In the period from 2012 to 2014, he was again engaged in the FMA as ambassador and Special Advisor to the Minister of Foreign Affairs of the Republic of Serbia.

Since 2016, he is the Executive Director of the Department of the Serbian Academy of Sciences and Arts.

He was a lecturer/professor at the Faculty of Political Sciences at the University of Banja Luka and has theached at graduate studies at the Law Faculty of Belgrade University. At the Diplomatic Academy of the MFA of Serbia (since 2013) he is a lecturer and coordinator of the course in International Relations and Foreign Policy of Serbia. During his diplomatic career, he participated as member and head of delegations of Serbia (formerly FRY) at several multilateral and regional meetings, and acted on behalf of the MFA as coordinator of the Legal Team in the dispute before the International Court of Justice in 2013/2014.  Currently, he is also a member of the National Commission of the Republic of Serbia for Cooperation with UNESCO and a member of the Managing Board of Kolarac Foundation.

He published a book: “Contribution of the International Court of Justice and arbitration tribunals to the development of the rights of maritime delimitation” (Faculty of Law, Belgrade); He has also published in various newspapers and journals.

He is fluent in English and French languages.
